A gaming PC build under 1400$? (PC building newbie)?

I would like to be able to run Fallout 3 at maximum settings if possible. I don't have a monitor or an OS.
Could you perhaps link me a guide to fitting all the parts together or something?

If you can recommend me a great pre-built system that would be good too.
