Bloomington massage parlor shut down, owner arrested in Virginia on multiple felony charges - WBIW

ELLETTSVILLE – The Ellettsville Police Department confirmed Friday that a months-long investigation into a Bloomington massage parlor has culminated in the closure of the business and the arrest of its owner in Virginia on numerous felony charges.

The investigation began in mid-October of 2023 when the Ellettsville Police Department received an anonymous tip alleging the illicit sale of sexually explicit services by employees at a massage parlor located in Richland Plaza. Following the tip, officers initiated surveillance of the suspected establishment, Sun Flower 99 Spa, located at 4631 West Richland Plaza Drive in Bloomington.

As a result of their extensive investigation, Sun Flower 99 Spa was shut down, and the owner, identified as Zhongqiang Teng, a 51-year-old Asian male, faces a total of ten charges, including:

• Two counts of Level 5 felony Prostitution
• One count of Level 5 felony Corrupt Business Influence
• One count of Level 5 felony Possession of Child Pornography
• One count of Level 6 felony Failure to Collect or Remit the Proper Amount of Sales Tax
• One count of Level 6 felony Failure to Provide Requested Tax Documents
• Five counts of Class A misdemeanor Prostitution
• One count of Class C misdemeanor Unlawful Possession of an Eastern Box Turtle

Also charged in connection with the investigation is 43-year-old Xueren Chen, an Asian female. Chen faces the following charges:

• Two counts of Level 5 felony Promoting Prostitution
• One count of Level 5 felony Corrupt Business Influence
• Four counts of Class A misdemeanor Prostitution

On Sunday, March 30th, 2025, Zhongqiang Teng was apprehended in Winchester, Virginia. A Winchester Police Officer’s License Plate Reader (LPR) detected Teng’s vehicle, and authorities were alerted that the registered owner was wanted on a warrant in Indiana.

Teng is currently being held at a regional detention center in Virginia on a no-bond extradition warrant, awaiting transfer back to Monroe County, Indiana, to face the charges mentioned earlier.

The Ellettsville Police Department received assistance in this investigation from several other law enforcement agencies, including the Bloomington Police Department, the Battle Ground Police Department, the Monroe County Prosecutor’s Office, the Indiana Department of Revenue, the Indiana State Excise Police, and the Indiana Department of Conservation.

Those facing criminal charges are considered innocent unless convicted through due legal proceedings. Accusations alone do not imply guilt; the judicial system will evaluate the presented evidence to reach a verdict.
