Help with Google chat multiple account making.?

Trying to give everybody a chat account on google, (in small Business) It worked for the first 8 people but the it said "accound creation failed, We were unable to create your Gmail account" Is there a limite per email? or computer server? or is it just a daily thing.

This is what it goes to for an explanation. But i've researched it and Iv read that it doesn't have a limit.
