How do I introduce my insane dog to the new neighbor dog?

My dog is a 6 year old 95 pound boxer, and he is just INSANE, and Im not even kidding, around other dogs. He's perfectly calm at home but when he sees another dog he can't control himself. If he's on a leash he'll pull your arm off or get out of his collar and charge at the other dog. Im pretty sure he doesn't mean any harm because he's gentle, but the problem is that I have a new neighbor moving in next week with a 5 year old rottweiler who is a rescue with behavior problems. What am I supposed to do? I don't want there to be a fight...

Try to train your dog to be a little calmer around dogs.
Find a friend who has a dog and big field(preferably empty). Start with having both dogs on the opposite end of the park. Then slowly move them closer together. Whenever your dog freaks out put more distance between the two dogs. Keep doing this till your dog is comfortable with the other dog. it might just be that you have to do this training with any dog you want your dog to be nice to but at least it's better.
