I have an idea for a law, and I need to know how to go about it. From writing it correctly, the To Whoms, and so on
 
LOL sorry you can't. The only thing you can do is contact your senator and congressman, they won't let us "commoners" help writing laws, because laws of today are so verbose and complex because of all the potential problems for litigation. Lawyers is the reason our bills have become thousand pages long.
 
I suggest you first look at Parliamentary Procedure.
Then, you should look at the form the law must be in, as in the writing itself.
Last of all, you should start calling your congresspeople and asking them to introduce the bill you drafted. I guarantee they will make changes to it if they decide to introduce it.
