Skin help needed from a Desert Newbie.?

Ive been on antibiotics, topical meds, all sorts of different things to help clear up my skin... but now that I've moved out to the desert my skin has gotten terrible again, and every time i try to moisturize (it doesnt matter with what brand of moisturizer... the same thing happens) I always end up getting flakes and a burning feeling. I've stopped washing my face with EVERYTHING except water twice a day to try get it to go away...but nothing is working and my acne is getting worse on top of it.

what to do?

any product recommendations from desert rats out there? :D your help is greatly appreciated!
