EL PASO, Texas (KTSM) – A West El Paso massage parlor accused of illegal activity, including prostitution, will permanently close under a settlement agreement reached Monday, Feb. 3 between the El Paso County Attorney’s Office and the owner of the business.
The owner also agreed not to operate a similar business under the settlement, the County Attorney’s Office said.

Eastwest Healthy Center Vitamin Massage, 7250 N. Mesa St., Suite A., has been closed since Jan. 23 following a lawsuit by the County Attorney’s Office.
The original lawsuit alleged the business offered prostitution or sexual contact and employees also reportedly offered to perform masturbation on customers and undercover officers from the El Paso Police Department, the County Attorney’s Office said.
The County Attorney’s Office said that before a court hearing on Feb. 3, the business owner/operator Hui Xiong agreed not to own, operate, or financially associate with any massage establishment in El Paso County.
Xiong is also prohibited from employing or working with unlicensed massage therapists. He must pay a $3,000 fine within 180 days, along with court costs, the County Attorney’s Office said.
The County Attorney’s Office said investigator and attorney fees will be waived unless the owner violates the order.
“If the terms are breached, the defendants could face fines up to $10,000, jail time, or other
penalties, including restrictions on business operations. The order may also be used as evidence
in future legal proceedings,” read the news release.
The landlords of the property, KM Colony Cove III LLC, which owns the building where the massage parlor was located, acquired the strip mall in the summer of last year, according to the County Attorney’s Office.
The County Attorney’s Office said the landlords cooperated with authorities by evicting the business, and before the County dismissed the case, they also agreed not to lease the property to a massage establishment for at least two years.
“This settlement ensures that Eastwest Healthy Center will remain closed and that its owners cannot open a similar business in El Paso County,” El Paso County Attorney Christina Sanchez said. “It sends a clear message that we will not tolerate businesses that violate the law and harm our residents.”
