You might want to read up on the SALT tax break that Trump disallowed. I believe it generated something like an additional $89 billion in revenue from mainly rich individuals, now many of these people were democrats from democrat led states. It is a big issue now because they want Biden to repeal the tax but he is having a hard time getting rid of something that is generating $89 billion in revenue. When does any government give back money once they get it in their hands?

I think the 22 million was an early estimate. That number was determined by people who generate polling numbers for Clinton "she's 25 points ahead", only to lose on election day. The true number was prolly far less than 22 million
