One of two options imo...the USA planned it to get into the middle east in a big way...but if so went into overkill in the 911 attack...less could have created enough USA outrage.....2nd option...USA fucked up some aliens and so had to pay the price...they were told what would happen giving the USA a chance to concoct a story to cover the alien revenge attack.
